An examination of Iowa’s 2011-2014 Statewide Transportation Improvement Program reveals that road maintenance/minor widening projects account for the largest chunk of planned spending (28 percent). This is followed by road capacity expansion projects (23 percent) and transit projects (16 percent). The transit spending includes a $43 million intermodal facility funded in part with a $39.7 million TIGER grant. Bridge maintenance/replacement projects comprise 12 percent of the planned spending. The “other” category, at 11 percent of the spending, includes general transportation planning, studies and funding for intelligent transportation systems. Three percent of the STIP funds will go to bridge capacity expansion projects, 3 percent to bicycle/pedestrian projects, and another 3 percent to safety projects. Road or bridge projects with bicycle/pedestrian components (such as adding sidewalks when reconstructing a roadway) account for 1 percent of the planned spending.
